[scc-dev] elfread.c: scc/elf/elfrel.h not found

When I check out master (currently 11f2d4a) I can't build because
src/libmach/elf/elfread.c includes <scc/elf/elfrel.h>, which seems to declare
Elf{64,32}_Rel{,a}. I can't find elfrel.h in the tree, nor in any previous
commit between there 71539b6, which is the one that added the elfrel.h
dependency. The parent of that commit builds and works fine for me (I'm on
GNU/Linux x86_64).

Is elfrel.h meant to be generated and it isn't happening when I run make? Or
maybe it was in the working tree but didn't get committed?
