[scc-dev] Fix for multiline macro invocations

Hi,

I have pushed 'bcab2ba2 cc1: Allow multiline macro invocations' that solves
the problems that Tim had with multiline macro arguments (the push also includes
the FATAL changes). Sadly, in the process I introduced a regression in scc
related to complex use of # and ## with spaces. I know how to fix it, but
it requires big changes.

I am going to begin to work in that.
